# emergence — live-events sensor net for fact.ngo

News reports from registered sources (teaser depth only), machine-distilled by a fixed
neutral-framing protocol (glm-5.3-flash) into an append-only second-order heap, rolled
into fractal day-level aggregates (topics, GIS, day stats) that the website renders as
many lenses. Every record is `status: unverified` at birth; the fact-checking council
lane (glm-5.3 deliberation) is built but inactive. Standing cost: ~$0.02–0.07/day,
hard-capped at $1/day by the ledger guard.

Mono-folder conventions as everywhere in fact.ngo: this repo is mechanism only; push to
`remote:remotes/fact.ngo/emergence.git` after every work unit.
